History:
Angeal learned Slowga, from Sephiroth when they were training. Angeal needed a move for his next assignment which involved enemies of great speed and he had no way to fight them. Sephiroth of course at that time, was one of Angeals greatest friends so he helped out. For about four days Sephiroth taught Angeal how to slow down time on a specific thing or group of things. It would not be a lasting affect but it would help a great amount in his missions and future battles.

Well Ok then I will take a crack at it. Firstly the element would be time and I not sure about having just random orbs falling on people, why don't you make it where you shoot the orbs at people from your body makes it where people can dodge it if they can.

Hits my head* ya you're right if this was a slow spell 40 would be ok but for this one I guess 80 would fit better. *hits my head again* Sorry about that.

Goody hmmm well it the cost really buddy. Not the post that is the problem. If it was 80 I will be more willing to approve it because being able to half a person's speed is pretty strong. And like I said before no orbs falling out of no where over people's heads, you have to shoot the things at people from you body. It makes it more fair. Do those two things and it is auto-approved.
